摘要
随着中国经济发展,人民对生活品质的要求不断提高。发展的不平衡与不充分,造成的环境保护与经济发展的矛盾,成为影响区域发展的主要矛盾,实施绿色发展战略是解决矛盾的最有效手段。本文首先从环境规制中各投资与区域生态、经济发展关系入手,并对环境规制对区域经济发展的作用机理进行研究,构建绿色发展导向下的区域环境规制决策模型,为区域制定环境决策最优方案,平衡区域环境与经济发展之间的矛盾,实现区域经济与生态环境的协同与均衡发展。以浙江省为例进行实证研究,在浙江省环境规制现状研究的基础上,为浙江省提供:绿色经济发展收益最优的环境规制决策方案;生态环境改善最优的环境规制决策方案;协调发展环境规制最优决策方案。通过结果分析,为经济发展阶段不同的区域,提供不同的环境规制决策建议,并为浙江省环境规制投资方案提供三点建议。
With the development of China’s economy,people’s requirements for the quality of life are constantly improving.The contradiction between environmental protection and economic development caused by unbalanced and inadequate development has become the main contradiction affecting regional development.The implementation of green development strategy is the most effective way to solve the contradiction.This paper starts with the relationship between the investment in environmental regulation and regional ecology and economic development,and studies the mechanism of environmental regulation on regional economic development.Based on this,it constructs a regional environmental regulation decision model under the direction of green development,and makes the most environmental decision-making for the region.The plan balances the contradiction between regional environment and economic development and realizes the coordinated and balanced development of regional economy and ecological environment.Taking Zhejiang Province for example,on the basis of the current situation of environmental regulation in Zhejiang Province,this paper provides Zhejiang Province with:the optimal environmental regulation decision-making scheme for the development of green economy;the optimal environmental regulation decision-making scheme for the improvement of ecological environment;and the optimal decision-making scheme for the coordinated development of environmental regulation.Through the analysis of the results,we can provide different environmental regulation decision-making suggestions for different regions at different stages of economic development,and put forward three suggestions for the investment plan of environmental regulation in Zhejiang Province.
