摘要
作为北方海航道的实际管控者,俄罗斯对推进航道开发抱有极大热忱。由于自身开发能力的限制,俄罗斯无法以一己之力完成航道开发的宏伟目标,引入其他国家开展合作成为必然趋势。但是,加强航道单边管控势必有碍于国际合作的开展,这是俄罗斯北方海航道开发战略中存在的一个固有矛盾。为务实推进航道开发,俄罗斯顺应北极地区整体局势缓和的态势,开始放松对北方海航道的单边管控,核心标志是以许可证制度替换破冰船强制领航制度。未来,俄罗斯北方海航道开发的整体战略走向是在主张北方海航道水域主权的前提下,弱化单边管控,强化国际合作。
Possessed of actual controlling power,Russia has great enthusiasm in boosting the development of sea routes.However,it is necessary for Russia to cooperate with other countries owing to the constraint of its capacity for development.However,the inherent conflicts in Russia's development strategy lies in the fact that strengthening unilateral control will inevitably hinder international cooperation.To boost the development of sea routes,Russia's unilateral control has been loosened.In the future,the general orientation of Russia's strategy is to promote international cooperation while loosening its control.
