摘要
农商行业务结构与资金结构相互影响,并最终受制于股权结构下的核心治理能力。单纯依靠规模扩张产生的资本风险制约农商行的可持续发展,因此,农商行风险治理应从整体上系统性解决。根据宏观审慎金融监管与服务“三农”小微企业的宏观调控要求,农商行应合理控制股权集中度、引入战略投资者、加强股权管理以完善股权结构;强化信贷审查、服务实体经济、发展轻资产业务以改善业务结构;通过内源融资及动态调整一般风险准备金优化一级资本、适度计提超额贷款损失准备及发行次级债券和可转换债券等混合资本工具多元化补充二级资本,从而由外延粗放型增长向内涵集约型增长转变。
The business structure and capital structure of the rural commercial banks interact with each other and are ultimately subject to the core governance capabilities under the ownership structure. The capital risk arising from the scale expansion alone restricts the sustainable development of the rural commercial banks. Therefore, the risk management of the rural commercial banks should be systematically solved as a whole. According to the macroprudential financial supervision and the macro-control requirements to serve the“three rural”micro-enterprises, the rural commercial banks should reasonably control the concentration of ownership, introduce strategic investors, strengthen equity management to improve the shareholding structure;strengthen credit review, serve the real econo-my, and develop light asset business to improve business structure;optimize Tier 1 capital through internal financing and dynamic adjustment of general risk reserves, diversely replenish Tier 2 capital through taking moderate provi-sion for excess loan losses and issuing hybrid capital instruments such as subordinated bonds and convertible bonds, thus it can transfer from extensive growth to the intensive growth of connotation.
