摘要
“一国两制”是粤港澳大湾区显著的制度环境,也是其“国内跨境”特点的制度根源。在“一国两制”框架下,粤港澳三地政治、经济、社会环境和行政管理制度的差异通过交易成本而影响经济合作。从差异互补性角度出发,构建经济合作机制,促进区域经济协同发展是粤港澳大湾区建设的战略选择。协同发展以区域经济的帕累托改进为动力,以区域政府、企业及相关组织为主体,以合作机制构建为先导,在一些重要领域实现跨区域制度协调和创新。粤港澳大湾区需充分发挥“一国两制”制度优势,扬长避短,建立健全涵盖动力、组织、运行、利益补偿和监督约束等领域的合作机制,形成具有较高制度化、组织化、常态化和协同性水平的深度合作关系,促进经济协同发展。
Under the special institutional environment of “one country,two systems”,the political,economic,social and administrative systems of Guangdong,Hong Kong and Macao are significantly different,seriously affecting the process of economic cooperation. Constructing economic cooperation mechanism to promote synergetic development is the strategic choice for the development of Guangdong,Hong Kong and Macao Greater Bay Area. Institutional cooperation needs Pareto improvement of regional economy as the driving force,regional government community as the main body,cooperation mechanism as the guide,in some important areas to achieve cross-regional institutional coordination and innovation. Therefore,Guangdong,Hong Kong and Macao should give full play to the advantages of the “one country,two systems” system,make full use of their strengths and avoid their weaknesses,establish and improve cooperation mechanisms covering the fields of motivation,organization,operation,interest compensation and supervision and restraint,and form a deep cooperative relationship with a higher level of institutionalization,organization,normalization and synergy,so as to promote economic synergetic development.
