摘要
粤港澳大湾区是中国探索参与全球治理的重要空间载体,是科技创新高地和新兴产业重要策源地。改革开放以来,大湾区城市在不断加强合作交流过程中,逐渐形成了构建国际特大城市及一流湾区的发展条件,但当前仍面临要素流动壁垒尚未消除、空间辐射带动不足、资源环境约束加大等诸多问题。本文在探讨粤港澳大湾区发展顶层设计的基础上,提出促进要素便利流动、加强政策制度保障、加大生态保护修复力度等建议,为推进粤港澳大湾区经济高质量发展,优化大湾区国土空间开发保护格局提供参考。
Guangdong-Hong Kong-Macao Greater Bay Area is an important space carrier for China to participate in global governance,and the best place for technological innovation and emerging industry development.Since the reform and opening up,in the process of cooperation and exchange,the Bay Area has gradually formed the development conditions for building international mega-cities and first-class Bay areas.However,there're still many problems to be solved,such as the barrier of elements free flow,the lack of space radiating exemplary role,and the increase of resource and environmental constraints.Based on the discussion of the top-level design of the development of the Bay Area,this paper puts forward the related countermeasure proposal about promoting the free flow of elements,strengthening the policy and system guarantee,and intensifying the ecological protection and restoration,so as to provide reference for advancing the high-quality development and optimizing space development and protection pattern in Guangdong-Hong Kong-Macao Greater Bay Area.
