摘要
高校智库是中国特色新型智库建设的重要类型,有其独特的功能定位、组织形态以及人员构成。高校智库建设具有明显的优势也存在突出的缺陷,一个根本性的重要问题就在于人员的考核评价与有效激励。在高校管理体制机制的改革深化中,以研究者为核心的智库人员考核评价体系还特别不适应新型智库建设要求,体现为从业者自身职业成长路径不清晰,服务于智库主要职能的可持续发展内在动力不足。围绕高校智库功能定位和组织特点以及智库人员工作性质与职业发展诉求,以多通道职业发展的基本思路,探索建构针对学术型、咨政型、支撑型三种智库工作人员的职业发展通道和相应的分类考核评价体系,有助于促进中国特色新型高校智库的高水平建设。
The university think tank is an important type in the construction of the new think tank with Chinese characteristics, which has its unique function orientation, organizational form and personnel composition. The construction of new think tank in colleges and universities has obvious advantages and outstanding defects, and a fundamental and important problem lies in the evaluation and effective motivation of the workers. In the exploration stage of the management system mechanism of university, the construction of the assessment and evaluation system of researchers, as the core of the personnel is not suitable, which is embodied in the lack of clarity of the practitioners’ own career development path and the insufficient internal motivation of the organization construction and sustainable development of think tank serving the main functions. Focusing on the functional orientation and organizational characteristics of university think tanks, as well as the nature and career development of the personnel in the think tank, and exploring the construction of the professional development channel and the corresponding classification and evaluation system for academic, consultative and supporting think tank personnel, it is helpful to promote the high level construction of the university think tank with Chinese characteristic.
