摘要
《农村义务教育学生营养改善计划》是加快农村教育发展的重要举措,政策实施以来仍然存在一些重要问题:一是在部分农村地区仍然有较高比例的儿童存在营养不良;二是教师工作量增加,影响教学质量;三是统一采购过程中的监管存在漏洞,资金和食品安全存在较大隐患;四是政策目标群体还不够精准,不能发挥政策的最大效益。为此,要加强营养知识培训,确保营养均衡;聘请专人管理,减轻教师负担;加强统一采购过程中的监督和管理,降低资金和食品安全隐患;进一步明确目标学生,发挥政策的最大效益。
Nutrition improvement program for compulsory education students in rural areas is an important policy of accelerating the development of rural education. There are problems in the policy implementation: Firstly, high percentage of children still suffering from malnutrition in some rural areas;secondly, the increased workload of some teachers has affected the quality of teaching;Thirdly, there are regulatory loopholes in centralized purchasing, and there are major risks in the capital and food safety;Fourthly, the target groups of policies are not accurate enough to give full play to the maximum benefits of policies. To this end, the following recommendations are made:nutrition knowledge training should be strengthened to ensure balanced nutrition;employing special personnel to lighten the burden of teachers;strengthening supervision and management in centralized purchasing to reduce risks of funds and food safety;and further clarifying the target students and making the best use of the policy.
