摘要
实体经济是经济发展的基础,其发展不但需要市场发挥主体作用,也需要各级政府的政策引导和支持。近年来,浙江省通过不断完善扶持举措,适时创新扶持方式,力推实体经济可持续发展。但受宏观经济大环境的影响,实体经济发展面临要素成本持续上升、创新动力不足、产业融合发展有待提速等现实困境,以及体制机制等制度环境约束,迫切需要系统性改革来破题,包括中央层面的减税清费,政策体系的调整完善,现有举措的强化落实和营商环境的全面优化。
The real economy is the foundation of economic development. It depends not only on the market mechanism, but also on the government behaviors. The government of Zhejiang Province has designed a series of policies in order to develop the real economy recently. However, under the complicated and diversified macroeconomic background, the development of real economy suffers from the problems of the factor cost increase, lacking innovation motivation and so on. Thus, new fiscal and tax measures should be taken to activate the real economy, including tax reduction, policy system adjustment and business circumstance modify.
