摘要
公共图书馆服务区域均等化是实现公共文化服务均等化的重要一环。本研究借助泰尔指数,对2012—2016年我国公共图书馆服务均等化水平的逐年发展态势及2016年东、中、西部公共图书馆服务均等化水平进行具体测度。结果显示,我国公共图书馆服务区域非均等化程度整体呈上升趋势,中西部公共图书馆发展相对滞后成为制约我国图书馆均等化水平的短板,且公共图书馆服务资源供应和服务效果投入产出正相关关系具有一定的不稳定性。因此,我国应通过适当调整扶持政策、构建公共图书馆资源共享体系、实行绩效考核机制等路径,促进区域公共图书馆服务能力均等化,维护各区域公民享有平等阅读权利。
Regional equalization of public library services is an important part of equalization of public cultural services. It has far-reaching significance for narrowing the gap between regional public cultural development and maintaining social equity and justice.With the help of Theil index, this paper makes a concrete measurement of the development trend of the level of service equalization of Public Libraries in China from 2012 to 2016 and the level of service equalization of Public Libraries in East, Central and West China in 2016.The results show that the degree of non-equalization of public library service areas in China is on the rise as a whole, the development of central and western public libraries is lagging behind, which has become a short board restricting the level of library equalization in China, and the positive correlation between the supply and the input-output of service effect is unstable.Therefore, it is necessary to promote the equalization of service capacity of regional public libraries and safeguard the equal rights of citizens in all regions to read through appropriate adjustment of support policies, construction of public library resource sharing system and implementation of performance appraisal mechanism.
