山东省技能人才激励机制的现状与发展 被引量:1

摘要 技能人才主要分布在生产和服务等领域的一线岗位,是实现科技研究转化和技术能力创新的实践承担者。山东省人力资源社会保障抽样调查数据表明,近5年来,在国家技能人才开发政策的引领下,山东省技能人才队伍建设取得了较大的进步,技能人才规模不断扩大,人才队伍结构不断优化。如技能人才日渐趋向年轻化,后备力量大幅增加;技能人才学历层次得到了一定的提高,且职业教育在技能人才培养中的作用日渐凸显。同时,2017年山东省技能人才激励现状问卷调查数据显示,从薪酬待遇、个人发展、个人期待三个维度看,山东省技能人才激励机制处于不断完善的过程中,激励程度不断提高,激励方式不断增多。但从整体上看,技能人才激励机制仍存在诸多不足。调研表明,完善技能人才激励机制,应协调好结果性激励和过程性激励两个层面,充分激发政府、职业院校、用人单位和技能人才四方面的潜力,以营造良好的人才成长舆论环境为基础,搭建好保障性激励的塔基,创新发展性激励的模式。 Skilled talents are mainly employed in front-line positions in the fields of production and service, and are the practical bearers to realize the transformation of scientific and technological research and the innovation of technological capabilities. Data from the sample survey of human resources and social security in Shandong Province shows that in the past five years, under the guidance of the national policy on the development of skilled talents, the construction of skilled talents in Shandong Province has made great progress, with the scale of skilled talents continuously expanding and the structure of skilled talents continuously optimizing. For example, skilled personnel are becoming younger and younger, and the reserve force has increased greatly. The educational level of skilled talents has been improved to a certain extent, and the role of vocational education in training skilled talents is becoming increasingly prominent. At the same time, according to the data from the 2017 questionnaire survey on the status quo of incentive for skilled talents in Shandong Province, the incentive mechanismfor skilled talents in Shandong Province is in the process of continuous improvement in the three dimensions of salary, personal development, and personal expectation. The degree of incentive is constantly improving and the incentive methods are constantly increasing. However, on the whole, the incentive mechanism for skilled talents still has many deficiencies. The investigation shows that in order to perfect the incentive mechanism for skilled talents, we should coordinate the two levels of result-based incentive and process-based incentive, fully stimulate the potential of the government, vocational colleges, employing units and skilled talents, build a sound public opinion environment for talent growth, set up a foundation for indemnificatory incentive, and innovate the mode of developmental incentive.
