摘要
本文分析了2013—2017年,欧盟食品和饲料快速预警体系发布的1155例对华食品通报。研究发现:(1)中国出口食品安全水平呈上升趋势;(2)对华通报的食物类别和风险类别较为集中。坚果、坚果产品和种子,水果和蔬菜,可可和可可制剂、咖啡和茶,营养食品、食品补充剂、强化食品,谷物和烘焙产品是前五大类通报产品,占通报总量的73. 07%;霉菌毒素、农药残留、掺假欺诈、食品组分以及食品添加剂和调味剂类通报数量位居前五名,占通报总量的66. 23%,是中国出口欧盟食品的主要风险因素。(3)新旧食品安全风险并存,呈现一些新的特点。据此提出了客观看待RASFF对华通报,做好出口食品安全监管工作;抓住市场综合监管模式的机遇,建立统一高效的中国食品安全预警体系;科学设定食品通报参数,推进大数据智慧监管模式;加强对欧盟标准的跟进,提高企业主体责任的四点建议。
Based on the data from the Rapid Alert System for Food and Feed (RASFF) database,this paper analyzes 1155 food notifications to China during 2013-2017.The study found that:in the past five years,①China s export food safety level has shown an upward trend;②China s food safety notifications in RASFF are very concentrated with food categories and risk categories.Nuts,nut products and seeds,fruits and vegetables,cocoa and cocoa preparation,coffee and tea,nutritious foods,food supplements,fortified foods,cereals and bakery products are among the top five notifications,accounting for 73.07% of the total notifications;the top five hazards were mycotoxins,pesticide residues,adulteration fraud,food components,and food additives and flavorings,accounting for 66.23% of the total notifications.③In addition,new and traditional food safety risks coexist and present some new features.Based on this,it is proposed to treat RASFF notification objectively to do export food safety supervision well;seize the opportunity of market supervision mode,establish a unified and efficient mechanism of China s food safety early warning system;scientifically set parameters of notifications in China,promote wisdom supervision based on big data and strengthen to follow-up of EU standards and to improve the of the main responsibilities of corporate.
