摘要 校外培训机构治理政策是中央及地方政府部门针对校外培训机构的发展颁布的一系列规范性文件的总称,对规制和促进校外培训市场的有序发展具有重要意义。通过教育政策内容分析方法,对校外培训机构治理政策目标、任务、措施等进行分析发现,我国校外培训机构治理政策的目标清晰、任务具体且分工明确、措施较为完善,但与此同时,地方治理方案也存在着政策文本形式与内容规范雷同化、政策内容规范不完整等问题。要使地方治理方案更加具有针对性、创新性、意义性,仍需在政策评估、政策监督、政策研究等方面不断完善。 The governance policy of out-of-school training institutions is the general term of a series of normative documents issued by central and local government departments for the development of out-of-school training institutions,which is of great significance to regulate and promote the orderly development of out-of-school training markets. The policy objectives,tasks and measures of the governance of out-of-school training institutions are analyzed through education policy content analysis. Research shows that the governance policies of out-ofschool training institutions in China have clear objectives,specific tasks,clear division of labor,and relatively complete measures. However,at the same time,there are also some problems in the local governance schemes,such as the similarity of the form and content of the policies and the incompleteness of the content of the policies. To make local governance schemes more targeted,innovative and meaningful,they still need to be improved in terms of policy assessment,policy supervision and policy research.
