摘要
科研事业单位工资制度改革是事业单位改革的核心内容之一,也是改革科研体制、建设创新型国家的重要保障。本文在描绘科研事业单位工资收入变动趋势、梳理科研事业单位工资制度改革政策脉络的基础上,分析了我国科研事业单位工资制度的现状和存在的问题,从国家政策和内部管理两个方面提出了政策建议。国家政策上,应建立符合科研事业单位的行业特点的工资制度,通过工资调查比较,建立科学的工资水平决定机制,完善绩效工资总量核定机制;内部管理上,科研事业单位要进行扎实的岗位分析和岗位评估,建立科学的绩效管理体系,加强和规范津贴补贴的管理。
The reform of wage system of scientific research institutions is a core content of the reform of public institutions, and also an important guarantee for reforming the scientific research system and building an innovative country. Based on the trend of wage and income changes in scientific research institutions and its reform of the wage system, this paper analyzes the current situation and existing problems of the wage system of scientific research institutions in China, and proposes policy suggestions from two aspects of national policy and internal management. As for the national policy, a wage system that meets the industrial characteristics of scientific research institutions should be established. Through the comparison of wage surveys, a scientific wage level determination mechanism should be established to improve the performance-based wage approval mechanism. For the internal management, scientific research institutions should carry out solid post analysis and post assessment, establish a scientific performance management system, and strengthen and standardize the management of grants and subsidies.
