摘要
为了更好地执行我国新近提出的"新工科"建设政策,需分析该政策的形成机制,文章基于多源流理论,尝试对我国的"新工科"建设政策的形成过程的各种因素和机制进行分析。研究发现,与社会需求和国际趋势不同步的高等工程人才质量堪忧。在作为"政策共同体"的专家学者和媒体等的积极推动下,政府层面的多项顶层发展战略分别构成了我国"新工科"建设政策的问题源流、政策源流和政治源流。三种源流共同作用,推动了"新工科"建设方案的开启,政策得以正式确立和实施。
It is an important issue to analyze the formation mechanism of the policy of “ New engineering” construction,for the purpose to implement this policy more effectively. The formation of the policy of “ New engineering” is the result of a combination of many factors. Multiple-Stream Theory is an effective tool to study the formation mechanism of this new policy. Based on Multiple-Stream Theory,this paper attempts to analyze the three streams in the formation process of the policy of “New-Engineering” in China. The fact that the quality of higher-level engineering talents is not in sync with social needs and international trends constitutes the Problem Stream. The Policy Stream is constituted by the active promotion of experts, scholars and the media. The Politics Stream is the new,engineering strategies of the China’s government. The coverage of three streams has opened the policy window and the policy has been implemented.
