摘要
近年,在多重危机背景下,欧盟对非政策经历新一轮务实调整,从寻求综合性的全面对非洲战略逐渐向短期利益驱动下的对非危机管理政策转向。在阻遏性政策目标之下,欧盟的对非移民政策成为主导欧非关系的核心,导致其对非政策日益形成以"移民-安全-发展"为支柱的结构,并表现出明显的失衡态势,发展问题则成为欧盟自身应对移民和实现安全的工具。由此,短期利益驱动下的欧盟对非政策面临利益同价值的矛盾,以及短期利益同长期目标的冲突。同时,欧盟日益碎片化的对非政策对非洲一体化亦构成挑战。
Under the background of multiple crises,EU Africa policy is undergoing a new round of pragmatic change.The strategy of seeking comprehensive ways to deal with the challenges in Africa has been gradually replaced by the crisis-management model with the focus on short-term interests.With the aim of immigration deterrence,immigration issue has been the main pillar of EU’s Africa policy,which leads to its Africa policy built on the imbalanced immigration-security -development pillar structure,in which,development has been leveraged as the instrument instead of aim to support its immigration policy objective.However,the short-term interests driven policy places EU in triple dilemma,including the contradiction between value and interest,long-term and short term interests,and the so called support for Africa integration and increasing fragmented policy towards Africa.
