摘要
按照"现象—问题—原因—对策"的技术路线,对山东省东营市的城市规划、建设、管理水平进行综合评估与对策建议。研究发现,存在六大问题:建设用地无序蔓延,城市空间布局分散,土地集约利用程度低;工业围城现象重复发生,存在严重的布局性环境风险;"水城"建设需要持续推动,生态湿地之城的风貌特色亟待凸显;西城基础设施陈旧,旧城更新问题突出且急迫;城乡管理职能体系紊乱,稽查缺失问题严重;规划管理体制改革滞后,规划人员不足,编制经费匮乏。为切实推动城市规划、建设和管理水平提升,应推动城市建设由外延式扩展向内涵式提升转变,实现集约开发;规划由单目标向多目标转变,实现规划统筹;管理由粗放向规范、审批向管控转变,实现管理创新。从具体对策上,应实现:理顺市县镇三级规划管理体制,加强规划监管;加强城乡建设空间管制和区域管理统筹,提高土地利用效率;推动旧城改造和水城建设,提升城市品质,加强中心城市集聚;大力整合相关职能部门的信息资源,由东营市城乡规划局、住房和城乡建设局和城市管理局合作开发建设统一的信息化决策支持平台,提高城市规划、建设和管理效能。
According to the technical route of"phenomenon-problem-cause-countermeasure",comprehensive evaluation and countermeasures are proposed for the urban planning,construction and management level of Dongying.The study found that there are six major problems:the disorderly spread of construction land,the scattered urban spatial layout,the low degree of intensive land use;the repeated occurrence of industrial siege,there are serious layout environmental risks;the construction of"water city"needs to be continuously promoted,and the characteristics of ecological wetland city need to be highlighted;the infrastructure of the western part of Dongying is outdated,the problem of urban renewal is prominent and urgent;the system of urban and rural management functions is disordered,the problem of lack of inspection is serious;the reform of the planning management system is lagging,the planning staff is insufficient,and the preparation funds are scarce.In order to effectively promote the improvement of urban planning,construction and management,we should promote the transformation of urban construction from extension to connotation,and achieve intensive development;planning from single to multi-objective to achieve planning and coordination is also of great importance;Management from extensive to connotative development and transformation from approval to control so as to achieve management innovation.As for the specific countermeasures,these should be realized:rationalize the three-level planning and management system from county to towns,strengthen planning and supervision;strengthen urban and rural construction control and regional management,improve land use efficiency;promote urban renewal and water city construction;Strengthen the concentration of central cities;Vigorously integrate the information resources of relevant functional departments,and jointly develop and construct a unified informationization decision support platform by Dongying Planning Bureau,Construction Bureau and Urban Management Bureau to improve the eff
