摘要
对我国体育社会组织准入制度的发展和演变历程进行了梳理和分析。研究发现:传统的包含体育社会组织在内的社会组织双重许可准入制度愈发不适应政府机构改革和职能转变的需要,造成大量体育社会组织合法性缺失,处于监管盲区,对体育社会组织的发展和政府的监管造成了巨大阻碍。政府通过双重管理体制改革,对体育社会组织准入制度在双重许可登记准入制度外,补充了直接登记制与备案制,建构了三种准入制度并存的多元准入制度。通过分析建构过程,提出了新时期完善体育社会组织准入制度的对策:登记层面,改变双重许可登记主体地位,以直接登记为主;监管层面,建立监管机制,前期准入与后期监管并重。
The paper analyses China’s social sports organization admission system development and its evolution course.It is found that the traditional double permission access system of social organizations,including sports social organizations,does not adapt to the needs of the reform of government institutions and the transformation of their functions,resulting in the lack of legitimacy of a large number of sports social organizations and being in the blind area of supervision.It has caused great hindrance to the development of sports social organizations and the supervision of the government.Through the reform of the dual management system,the government has supplemented the direct registration system and the filing system to the admission system of sports social organizations in addition to the double permission registration system,and constructed the multi-admission system in which three kinds of admission systems coexist.Through the analysis of the construction process,the paper puts forward the countermeasures of perfecting the sports social organization admission system in the new period,such as the direct registration as the main way,establishing the supervision system and pay equal attention to the admission and supervision.
