摘要
中国基金会长期以来被认为存在政治关联,最新研究却显示中国基金会的资金来源不再受政治关联显著影响。那么,中国基金会资金来源与政治关联的“真实关系”究竟如何?是否中国基金会资金来源的政治关联性已经弱化甚至消弭?基于中国基金会研究基础数据库(RICF 2017)收集的3231个中国基金会数据,从政治关联和代际效应视角对中国基金会资金来源分析后发现:政治关联在中国基金会发展过程中普遍存在。当前阶段,尽管政治关联对基金会资金总量、市场收益的影响已经不显著,但对基金会社会捐赠、政府补助等非市场因素主要资金来源仍产生显著影响。此外,中国基金会资金来源还存在“代际效应”,即不同组织年龄的基金会资金来源受政治关联的影响,不仅存在年代内的共性,还存在年代间的差异。总体而言,中国基金会经历了四十年发展,不同“年龄层”基金会因所处不同时代的制度环境差异影响已经形成了不同组织禀赋。
Chinese foundations have long been considered to be politically connected,but the latest research shows that the source of funds of Chinese foundations is no longer significantly affected by political connections.So,what is the“real relationship”between the source of funds of the Chinese foundation and the political connection?Has the political relevance of the funding sources of Chinese foundations weakened or even eliminated?Based on the data of 3231 Chinese foundations collected by the China Foundation Research Fundamental Database(RICF 2017),an analysis of the funding sources of Chinese foundations from the perspective of political connections and intergenerational effects found that political connections are common in the development of Chinese foundations.At the current stage,although political connections have no significant impact on the total amount of foundation funds and market revenue,they still have a significant impact on the main sources of funds such as foundation social donations and government subsidies that are not market factors.In addition,the sources of funds for Chinese foundations also have“generational effects”,that is,the sources of funds for foundations of different organizational ages are affected by political connections,and there are not only commonalities within the age but also differences between the ages.In general,Chinese foundations have experienced 40 years of development,and different“age groups”of foundations have formed different organizational endowments due to the influence of the institutional environment of different eras.
