摘要
水资源、生态环境和经济社会的平衡发展,不仅是国际水科学的研究热点,也是我国水资源管理亟待解决的现实问题。水资源整体管控是面向水资源—生态环境—经济社会复合系统整体,按照系统过程关键阈值对水事活动进行规范与管理,寻求复合系统的协同进化与可持续发展的全新水资源管理范式。在阐述水资源整体管控内涵的基础上,按照监控、评估诊断、模拟、调控和风险管控的流程,归纳了水资源整体管控的通用技术框架,分析了各个技术环节的发展现状。最后,从法律、管理和技术的角度,阐述了水资源整体管控的发展趋势和挑战。
Balanced development of water resources,ecology and environment as well as economy and society is not only an international hotspot of water science study,but also an urgent issue needs to be addressed in water resources management in China.Integrated water resources management and monitoring refers to a composite system that deals with factors of water resources,ecology and environment,economy and society,and a new management model seeking for coordinated evolution and sustainable development,and regulating and managing water affairs and activities according to key thresholds during the process.Based on analysis on the connotation of integrated water resources management and monitoring,general technical framework has been summarized in line with the procedure of monitoring,appraisal,simulation,regulation and risk management,and current development situation of each link has been evaluated.Finally,its development trend and challenges are introduced from law,management and technical viewpoints.
