摘要
EPC总承包模式有利于总承包单位全面统筹项目管理的各相关要素,使设计-采购-施工深度融合,将业主从频繁协调具体项目管理事务的传统模式中解放出来,专注于工程建成后的运营管理。介绍了杨房沟水电站EPC实践经验,分析了该模式的优势,并针对管理中出现的问题,提出了建议。杨房沟水电站系国内首个采用EPC总承包模式进行建设的百万千瓦级水电工程,发包、承包双方只有秉承务实的合作共赢理念,克服实施过程中各种困难与问题,才能推动这一模式成功实施。
EPC general contracting mode is conducive to the overall consideration of all relevant elements and the deep integration of design,procurement and construction. The owner can be liberated from the traditional mode of coordinating the specific project management affairs frequently,returning to the role of the investor,focusing on the operation management after the completion of the project and the preliminary planning and pioneering work of the new project. It is the first time in China to adopt EPC general contracting for large hydropower projects of over one million kilowatts. There is no successful experience to follow.The successful practice of this management mode can be promoted and all kinds of difficulties and the problems could be solved,only when the contracting parties have a pragmatic concept of win-win cooperation.
