摘要
借鉴管理学领域的系统动力学原理,文章分析了1978年以来高校人事编制、合同制、岗位聘任、薪酬四个方面的国家政策演进过程。研究发现有关高校人事管理的国家政策变化呈现出人事编制从指令计划到完全放开,合同制从聘任和聘用概念模糊走向明晰区分,岗位聘任从设岗的结构比例到与职称晋升有机结合,薪酬从统一、差异到再规范等特点,经历了"单点突破""搞活和差异""规范化与再创新"三个阶段。研究还借鉴系统动力学的分析原理尝试绘制了我国高校人事管理系统的因果关系图。
This article adopts system dynamics to analyze changes of national policy since1978in the field of university personnel management.Four key aspects,including staff quota,contract system,position appointment and remuneration,are selected to depict the changing process.The main conclusions are as follows:staff quota has evolved from rigid instruction to complete flexibility;contract system has evolved from ambiguity to distinction between employment and appointment;position appointment has evolved from setting types and levels of position to gradually combining with professional title promotion;remuneration has evolved from unification,diversification to standardization.The article also tries to draw relationship charts to depict external factors directly affecting national policy on university personnel management and the relations among key factors within it.
