摘要
本文利用江苏省1 738家小微企业的调查数据,从理论和实证的角度分析影响小微企业参保率的主要因素。研究表明:(1)小微企业的参保行为更多地受到企业类型、决策者及员工的个体素质的影响;企业利润率对参保率的影响并不显著,劳动生产率与企业参保率之间呈现倒U型关系。(2)江苏省三大地区由于政策环境与经济水平的差异,对小微企业的参保率影响存在异质性。(3)企业劳动生产率、负责人和雇员受教育程度以及行业类型对小微企业参保率的影响均存在分位效应。并据此提出适合小微企业参保的差别化政策选择。
Based on the survey data of Jiangsu province including 1738 Small and micro enterprises,this paper studied the influencing factors on the rate of insurance of Small and micro enterprises from the theoretical and empirical perspectives.And we focused on exploring the effects of different factors on the percentage of the rate of joining insurance by using the quantile regression method.The results showed that:(1)The behavior of Small and micro enterprises were affected Strongly by the types of enterprises,decision makers and employees'individual qualities;the enterprise profit rate have no significant effect on the participation rate,and there was the inverted U-shaped relationship between labor productivity and business insurance rate.(2)Due to differences in the policy environment and economic level of the different factors among three regions in Jiangsu Province,the impacts of influencing factors on Small and micro enterprises insurance rate were heterogeneous:the cultural degree of decision makers played a stronger role in promoting the participation rate in the north of Jiangsu,while the cultural quality of employees enhanced the rate of joining insurance more effectly in the central section and south of Jiangsu.(3)The enterprise labor productivity,person in charge of education,quality of employees and industry type of Small and micro enterprises all had quantile effects on the comprehensive rate of joining insurance,especially in the three regions,the quantile effect of the quality of the employees was more significant.
