摘要
小微企业劳动关系的非规范化运行是指小微企业在劳动法的覆盖之外进行经营生产,其危害性较为明显。导致小微企业劳动关系非规范化运行的原因很多,既可以从企业、劳动者自身找原因,也可以从社会管理方面探究根源。为使小微企业劳动关系走向正规化,必须从财税制度、劳动保障监察制度、集体协商制度、社会保险制度等方面完善规制措施。
Many small and micro-sized enterprises labor relations are beyond the labor legal coverage. The causes of this phenomenon are various, not only including the reasons from the government, enterprises and workers, but also the causes from the social system. In order to make the labor relations to operate regularly, we must improve the existing regulation measures from the tax system, labor security supervision system, collective bargaining system, social insurance system and so on
