摘要
在区域人口—经济—资源—环境(PRED)系统中,人口是核心,经济发展是目的,资源和环境是保障与前提,一切经济活动都需要以人为根本,借助现有资源和环境,促进经济持续增长,实现区域协调发展。从人口、资源、环境、发展四个子系统19个二级指标入手,针对京津冀与河北省重要城市进行空间差异和时序差异分析发现,京津冀在PRED系统方面存在巨大差异。从PRED系统综合评价得分来看,京津冀协同发展确实起到了城市功能布局优化的作用,河北省各城市应以京津冀协同发展为契机,进一步探索经济发展模式,进一步提升自身发展能力特别是综合可持续发展能力,实现稳定的经济增长和经济发展的全面协调可持续,从而促进京津冀区域PRED系统的协调发展。
In the regional PRED(Population,Resource,Environment,and Development)system,population is the core,economic development is the purpose,resources and environment is the guarantee and precondition.All the economic activities should take people as the foundation,and,with the help of existing resources and environment,promote the sustainable economic development to realize the regional coordinated development.Starting from the four subsystems such as population,resources,environment,and development,and 19 second level indexes,the author analyzes spacial and time series differences of Beijing-Tianjin-Hebei region and some key cities in Hebei.It is found that there are significant differences in this region in terms of PRED system.From the score of comprehensive evaluation of the PRED system,the coordinated development in Beijing-Tianjin-Hebei region plays the important role in optimizing urban functional layout.Cities in Hebei should take the integration of Beijing-Tianjin-Hebei region as the opportunity,further explore the pattern of economic development,further improve its capacity for development,especially the comprehensive capacity for sustainable development,realize stable economic growth and the comprehensively coordinated and sustainable economic development to promote the coordinated development of the PRED system in Beijing-Tianjin-Hebei region.
