摘要
基于山西省11个地市2003—2016年的相关数据,研究环境规制对资源型地区产业结构合理化和产业结构高度化的影响。结果表明:正式环境规制对产业结构合理化和高度化的影响呈现U形,而非正式环境规制仅对产业结构高度化的影响呈现U形;在正式规制手段中,仅政府环境治理投入显现出在治理环境的同时还促进了产业结构合理化。因此,资源型地区应当通过促进专利产业化、加大源头治理投资、增加企业环境治理投资收益及构建三元互动规制模式等实现产业结构调整与环境保护的双赢。
Based on the relevant data of 11 cities in Shanxi Province from 2003 to 2016,this paper studies the impact of environmental regulation on the rationalization and advancement of industrial structure in resource-based regions.The results show that the impact of formal environmental regulation on the rationalization and advancement of industrial structure is U-shaped,while the informal environmental regulation only has a U-shaped effect on the advancement of industrial structure;In the formal regulating measures,only the investment of government environmental governance does work on managing environment as well as promoting the rationalization of the industrial structure.Therefore,resource-based regions should achieve a win-win situation in industrial restructuring and environmental protection by promoting patent industrialization,increasing investment in source management,increasing income from corporate environmental governance,and constructing a regulation model.
