环境规制与工业绿色增长效率——基于空间计量模型的实证 被引量:3

摘要 构建超对数随机前沿模型对中国2000—2014年省际工业绿色增长效率进行测算,并对其区域差异和空间相关性进行了分析。空间自相关moran’I检验表明省际工业绿色增长效率分布不是随机的,具有空间依赖性。在此基础上构建空间计量模型研究了行政型、市场型、公众参与型三种不同环境规制对工业绿色增长效率的影响,同时考察了外商投资、技术水平、能源消费结构、交通设施等对工业绿色增长的作用程度。结果表明:各省区工业绿色增长效率之间存在空间溢出效应;市场型环境规制与工业绿色增长效率呈"U"型关系;行政型环境规制的影响显著为负;公众参与型环境规制的影响显著为正,但是作用有限。因此,政府应该制定合理的环境规制政策,以提升工业的绿色增长效率。 By constructing the translog stochastic frontier model,this paper calculates the inter-provincial efficiency of industrial green growth(PTE) from 2000 to 2014 in order to analyze the regional difference and spatial correlation. The spatial autocorrelation of Moran’s I test shows that performance of inter-provincial PTE is not distributed randomly,but spatially dependent. On this basis,this paper subdivides environmental regulation into three types which are administrative regulation,market-based regulation and publicly participating regulation. At the sametime,the factors of FDI,technology,energy consuming structure,transportation has been added to test the effect of environmental regulation on PTE. The results show that he PTE performance has spatial spillover effects; the relationship between market-based regulation and PTE is U-shaped. The administrative regulation has negative effect on PTE while public participating regulation has a positive but tiny impact on PTE. Therefore,the government should formulate reasonable environmentally regulating policies to promote the green development of industries.
