摘要
国防动员是军民融合发展战略的强大后盾,其独具中国特色的集成动员理论体系对军民融合发展具有独特的作用机理,新时代必须创新国防动员机制,使其对军民融合发展有更大的促进作用。
Civil-military integration is a historical choice.It is a great strategy and an important national policy for China’s current and future defense construction and economic development.The national defense mobilization has a deep origin and close relationship with the civil-military integration in the development process,structural framework,mechanism construction,and functional positioning.In the process of forming a deepgoing pattern of civil-military integration with Chinese characteristics,national defense mobilization can provide reasonable and effective reference from theoretical methods,work systems,operational mechanisms,mobilization teams,and awareness of innovation;the deep development of civil-military integration also provides opportunities and challenges for the innovation of the national defense mobilization mechanism.
