摘要
游离于学术共同体与科层组织之间,享有学术、行政资源和权力的学术权贵,显现出谋求学术与行政双向寻租,"竞官聘长"寻求行政性依附,跃升至学术"圈层"顶部的主要特征。在个体职业化转向组织职业化的过程中,多元权威聚合模式与利益驱动为学术权贵的形成输送了根本动力。学术与行政权威的"垄断"获益倾向,专业学者学术权威认同弱化,基层学术决策重心上移的共同作用,使学术管理者异化为学术权贵。要规制学术权贵,我们应坚持"双阶梯"的职业标准,剥离学术权贵的双重权威;夯实学术组织的权力基础,完善学术权力的运行机制;返还基层学术弱势群体的权力,落实教职工的实质性参与权。
The academic bureaucracy,who are making a drift between the academic community and hierarchical organization,and embedding academic and administrative resources and powers in themselves?manifest characteristics of striving for both academic and administrative bidirectional rent-seeking,"pursuing administrative positions"to get the administrative shield and climbing to the peak of"the academic cycle".During the transition process from individual professionalization to organizational professionalization,multi-authority interaction models and interest driving offer the root impetus to academic bureaucracy.Due to co-effects of monopolizing authorities of the academy and administration,the weakening of academic authority identification of professional scholars,and the moving up of decision-making authorities of colleges or departments?academic managers are alienated as academic bureaucracy.As to regulate academic bureaucracy,we should insist on different professionalization criteria and strip high academic and administrative authority of academic bureaucracy;strengthen the power basis of academic organizations and perfect the operation mechanism of the academic power;return the academic power to the under-privileged academic community and fulfill teaching staff^s substantive participation rights.
