摘要
工程建设事业的高速发展,为工程建设领域提出了选拔和培养高素质、复合型工程造价管理人才的需求。工程造价管理专业人员的能力及素质是保障工程项目投资目标实现的重要因素之一,造价管理人员不仅要有相应的专业知识和技能,还需具备较为成熟的沟通表达、团队协作等工作能力以及保证人才可持续发展所需的职业道德、自我实现意识、价值观念等核心胜任力。文章通过对国际社会工程造价管理人员职业能力标准体系的比较分析,结合我国工程造价管理人员的执业范围和工作内容,借鉴能力素质模型和冰山模型,建立了我国工程造价管理人员专业能力标准,为提高工程造价管理人员的能力水平、加强工程造价管理人员绩效测评及进一步探讨造价管理人员培养模式奠定了基础。
The requirements of selecting and cultivating high-quality and compound engineering cost management talents are proposed in the field of engineering construction with rapid development of engineering construction career.Ability and quality of engineering cost management professionals is one of important factors to realize investment target of important factors of engineering project.Construction cost management not only should have corresponding professional knowledge and skills,but also need to acquire mature communication,team work ability and professional ethics,self-fulfillment consciousness,value concepts and core competence to ensure the sustainable development of talents.The vocational ability standard system of international society engineering cost management personnel is comparatively analyzed in the paper.The vocational scope and work content of project cost management personnel in China are combined.Ability quality model and iceberg model are adopted as reference for establishing professional competency standards of engineering cost management in China,thereby laying a foundation to improve the ability level of project cost management personnel,strengthen the performance calculation of project cost management personnel,and further discuss cost management personnel cultivation.
