摘要
我国老龄化日益严重,传统的家庭养老模式受家庭规模影响,难以有效满足老年人的养老需求,随着社会经济的发展以及传统观念的转变,社区、机构养老受到更多老年人以及家庭的青睐。美国是较早进入老龄社会的国家,老年社会保障制度相对完善,针对老年人不同需求的长期照护机构发展相对成熟。通过了解美国各类型长期照护机构的机构定位、照护对象、付费方式和监管情况,提出加强我国养老机构的体系建设,丰富照护服务内容,合理配置人员,建立健全长期护理保险,推动医养结合型养老机构发展的建议。
The traditional family pension model has been unable to effectively meet the pension need of aged due to the influence of family scale,as the aging of our country becoming increasingly serious.With the development of social economy and the shift of traditional concept,community and institution endowment is favored by more elderly people and their family.Early entering into the aging society,U.S.has relatively perfected elderly social security system,whose long-term care facilities for different needs of elderly develop relatively mature.By understanding the institutional positioning,care recipients,payment methods and the regulatory situation of various types of long-term care institutions in U.S.,this paper suggests to strengthen the system construction of our country’s pension institutions,enrich the contents of services,improve the long-term care insurance,and promote the development of endowment institutions characterized by the combination with medical care.
