摘要
突发事件的先期处置中由于公安机关反应快、到位快、处置快的突出特点,意味着应对突发事件警务应急行动发挥着十分重要的作用。针对近些年来应对各类突发事件警务行动中应急先期处置情况,结合警务先期处置行动任务与行动特点认识,分析认为普遍存在着四大方面问题。各级领导组织应急管理教育培训观念上重视不够;基层民警普遍缺乏各类应急知识学习;基层部门主管领导现场处置应急指挥能力与水平亟待提升;应对突发事件警务装备保障制度化管理弊端严重。企望决策管理上尽早、尽快纳入整改轨道刻不容缓。
Due to the prominent characteristics of the rapid response,quick arrival and disposal of public security organs in the pretreatment of emergencies,so how to deal with the emergency actions plays a very important role.In the light of the emergency response of various emergencies in police actions in recent years,combined with tasks and characteristics of the police action pretreatment,an analysis suggests that there are four major problems generally.There is not enough attention paid to the education training concept in organizing emergency management for leaders at all levels.Grass-roots police generally lack all kinds of emergency knowledge learning.It needs to be improved for leaders at the grass-roots level in charge of on-site emergency response command and level.It is very serious to deal with the institutionalized management of emergency police equipment.It is urgent to be included in the rectification track as soon as possible.
