摘要
我国目前正处于社会转型的关键时期,各类新的社会矛盾不断涌现,由此引发的突发事件给社会秩序带来不稳定因素。突发事件处置机制是围绕公安应急处置活动而形成的多种要素的有机联系系统,公安机关在遵循应急性原则、比例原则和公开原则的前提下,处置突发事件应做到实时、科学和灵活的决策,及时介入、快速反应,应急性措施、先行处置权的实施和媒体沟通与信息披露,加强与其他行政部门的合作。
China is in the key stage of social transition now. Kinds of social contradictions are coming forth continuously. Emergen- cies caused by these will possibly make social order unstable. Emergency response mechanism is organic connections with several essen- tials formed on police emergencies. Police organs should take timely, scientific and flexible measures, get involved in good time and re- spond swiftly, carry out disposition antecedently, communicate with media and disclose the news and strengthen the cooperation with oth- er administrative sections observing the principle of emergency response, the principle of proportion, the principle of publicity.
