摘要
高校科技成果转化绩效评价对于了解科技成果转化工作的现状、加强宏观调控和管理具有重要意义,然而学界对于科技成果转化的概念、转化的模式及转化成功的标准等基本问题的认识尚存在分歧。通过对上述三个问题的分析,并将科技成果转化的概念同技术转移的概念作比较,提炼出高校科技成果转化过程的投入和产出要素,其中,投入包括专利在内的各类应用型科技成果,产出为技术转让、许可和作价投资这三种转化行为。基于这些投入和产出,并借助Bootstrap-DEA方法,测算了2010—2012年50所高校的科技成果转化效率。本文发现,中国高校的科技成果转化绩效整体水平不高(均值为0.387),科研实力强、拥有医学院、首批加入国家大学科技园的高校科技成果转化绩效要更好。
The assessment of the efficiency of scientific and technological achievements transformation in universities is of great significance to understand the current situation of scientific and technological achievements transformation and strengthen macroeconomic regulation and management.However,there are still disagreements over the understanding of the basic concepts of the transformation of scientific and technological achievements,the mode of transformation,and the standard of successful transformation.On the basis of above three issues,as well as the comparison of the concept of scientific and technological achievements transformation with the concept of technology transfer,this paper extracts the essences of inputs and outputs in the course of transforming scientific and technological achievements in universities.Thereinto,inputs are the several of application-oriented scientific and technological achievements,including patents;and outputs are the three modes of transformation,including technology transfer,license and evaluation investment.With these inputs and outputs,and using Bootstrap-DEA,this paper estimates the efficiency of scientific and technological a-chievements tr肌sforaation of 50 Chinese univeraities from 2010 to 2012.It is found that the integral level of the scientific and technological achievements transformation in Chinese universities is not high(the mean value is 0.387).In the process of scientific and technological achievements transformation,there are better performance in the universities which have the strength of scientific research,medical college,and are the first to join the National University Science Park.
