摘要
在增量配电业务放开的环境下,差异化的可靠性供电能力将成为市场竞争的关键手段。基于此,针对园区型增量配电项目,分析确定了构成典型供电方式的基本模块组,并研究关键基本模块对供电可靠率的影响,得到不同可靠率水平的园区典型供电方式。首先提出可靠性竞争成本的概念,制订可靠性电费实施方案,为量化园区高可靠性供电投入的附加价值提供了依据;再以某园区电网为算例进行分析,结果表明可靠性竞争成本能够有效指导可靠性电费方案的实施;最后,结合增量配电市场发展现状,给出了可靠性电费的实施策略。
Under the environment of opening incremental power distribution business,differentiated reliability power supply will become the critical mean for market competition.Therefore,in allusion to park incremental power distribution projects,this paper analyzes and determines basic module group for forming the typical power supply mode typical power supply modes with different power supply reliabilities.It firstly proposes a concept of reliability competitive cost and formulates the implementation scheme for reliability electricity charge,which has provided the basis for quantifying additional values of high reliability power supply input of the park.Then it takes the power grid in one park for example and makes analysis,and the results indicate the reliability competitive cost can effectively guide implementation of the reliability electricity charge.Finally it presents the implementation strategy for reliability electricity charge by combining current situation of the incremental power distribution market.
