摘要
传统电网规划目标函数一般是投资和运行费用最省。这种模式没有兼顾可靠性对用户的影响,更无法体现不同用户对可靠性的不同要求。在电力市场环境下,为了通过签订可靠性电价-赔偿合同,使不同用户对停电时间的要求得到体现,建立了一个基于可靠性电价-赔偿机制的电网规划模型,并提供求解方法。该模型通过事后赔偿机制,将可靠性转化为经济指标,使经济性与可靠性达到统一。另外,在该模型中,有不同风险偏好的供电商能够自由调节风险-收益,以满足自身的需要。
Aiming at an optimal investment and operation cost, the traditional power system planning methods do not consider the reliability and the different kinds of customers'demands. In a deregulated environment, these demands can be satisfied by signing the reliability price and compensation contract. This paper constructs a planning model based on reliability price and compensation mechanism, which transforms the reliability target to economic index. Furthermore, the approach to solve the model is introduced. The model enables the power suppliers to adjust risk and benefit freely to meet themselves' demands.
