摘要
目前,我国电力市场化仍处于管制性市场向竞争性市场过渡的初始阶段,备用市场实施受到诸多限制,难以照搬国外模式。针对我国电力市场化过渡时期的备用市场模式进行研究,对应于过渡时期的2个阶段分别提出了2种备用市场模式:基于上网电价的电能与备用联合优化的市场模式(模式一)以及集中竞价市场上的电能与备用联合优化的市场模式(模式二)。指出模式一更适合于过渡时期早期(即现阶段),模式二更具市场化,适用于过渡时期后期。通过算例验证了所提2种备用市场模式的可行性和有效性。该研究可为我国电力市场化过渡时期的备用市场建设提供有益的参考。
At present,power marketization in China is still at the initial stage from regulatory market to the competitive market,and the reserve market implementation is limited by multiple factors and cannot copy foreign modes.The paper analyzes reserve market mode in the transitional stage of China's electricity marketization and proposes two reserve market modes for two stages in the transition:joint optimization of electricity and reserve based on the pool purchase price(mode 1)and joint optimization of electricity and reserve in centralized bidding market(mode 2).The paper indicates that mode 1 is more suitable for the early transition period(the current stage)while mode 2 is more suitable for the latter transition period.The feasibility and effectiveness of the two reserve market modes were verified by case studies.The study can provide a beneficial reference for reserve market construction in the transition stage of China's marketization.
