摘要
在全球基础设施投资市场需求旺盛的背景下,高铁成为未来对外投资中一个极具成长性的项目。近几年,中国高铁凭借特有优势积极开拓国际市场,但是,中国高铁对外投资会遭遇各种风险,这是一个无法回避的问题。文章采用专家调查法,整理30位业内专家关于中国高铁对外投资风险的观点,使用层次分析法(AHP)确定各个风险因子的权重,然后用模糊综合评价法(FCEM)评估中国高铁对外投资风险,并通过MATLAB软件计算出中国高铁对外投资的风险属于中等偏上。
With the global market displaying a high demand for infrastructure investment,high-speed railway has become a very promising project for future foreign investment.In recent years,China’s high-speed railway actively explores the international market with its unique edges.However,in the process of foreign investment,China’s high-speed railway will unavoidably encounter a variety of risks.This paper uses the Delphi method to sort out 30 experts’views in the field of China’s high-speed railway foreign investment,and determine the weight of each risk factor by analytic hierarchy process(AHP).It then employs the fuzzy comprehensive evaluation method(FCEM)to assess the foreign investment risk of China’s high-speed railway.Based on the final calculation result of the MATLAB software,this study shows that the foreign investment risk of China’s high-speed railway is above the average.
