摘要
[目的/意义]目前对于"一带一路"已有多角度的解读,但缺乏国家层面整体政策的研究。"一带一路"倡议的政策文本研究对于深入认识"一带一路"倡议的重点领域、发展方向和解决当前建设过程中面临的问题具有重要意义。[方法/过程]运用政策文本分析法,在整体方面对政策文本形式、政策制定主体、政策涉及领域和政策年度四个方面进行总结,在具体方面从政策工具的选择与使用角度对国家"一带一路"政策进行特征分析与研究。[结果/结论]研究得出目前处于政策规模化发展阶段;政策制定主体多元化但缺乏针对性;政策工具的使用符合一般规律但差异化特征明显。建议加强宏观指导,注重国家层面政策的宏观性与长远性;政策由数量的规模化到内容的专业化、针对性发展;选择性地加强政策工具的使用及实施力度。
[Purpose/Significance]Now many researchers are studying on the Belt and Road Initiatives,but little focus on the view of policy.Research on B&R policy of national level is of great significance to study the key areas and the development direction,and also important to solve the current problems.[Method/Process]This paper used policy content analysis methodology.On the whole,the research was based on four dimensions:text format,subject of policy-making,the promulgation of time and policy areas.And in specific terms,the policy tool was utilized to analyze the characteristics of B&R policy.[Result/Conclusion]The research demonstrated the following results.Firstly the B&R policy now is in a large-scale development stage;secondly the policy-making subject is diversified but lacking specificity,thirdly the application of policy tools is consistent with the general rule but the differentiation is apparent.Based on the above findings,we propose recommendations in terms of the macro guidance enhancement,policy contents professionalization and selective and effective the policy tool implementation,for purpose to provide policy makers with a systematic reference
