摘要
通过分析美国过敏原管理现状以及117法规在人员、厂房与地面、卫生操作、设备和工器具、过程控制、仓储和销售等方面对过敏原的主要要求,发现我国过敏原管理存在法律法规标准不健全、对过敏原研究较少、消费者和社会不够了解重视、出口食品企业对过敏原要求意识淡薄、输美食品企业与该法规要求存在较大差距等问题。针对这些问题,建议加强对国外过敏原法规的跟踪和研究,完善我国过敏原法律法规标准体系,从加强企业安全卫生质量管理、升级企业硬件设施设备、加强加工包装储存运输等各环节的卫生控制等方面建立和完善企业食品安全管理体系等对策措施,以期对提高我出口食品质量和完善我国出口食品管理体系提供一定参考。
This article analyzed the management status of allergens in the United States(USA),the requirements for allergens in‘Good Manufacturing Practice,Hazard Analysis,and Risk Based Preventive Controls for Human Food’(21CFR part117),including the staff,factory and ground,hygienic operation,equipment and instruments,process control,storage,sales,etc.We found some problems in the allergens management in China,for instance,the imperfect laws and regulations,the less domestic research,the neglect of consumers and society,the weak allergens consciousness of food export enterprises,the existed large gap between the policy requirements and the food enterprises exporting to the USA,etc.Through investigation and analysis,we recommended to strengthen the tracking and research of foreign allergen policies,and to improve allergen laws,regulations and standard system in China.We also need to establish and improve the food safety management system for enterprise from kinds of aspects,including the reinforce of the enterprise management on food safety and quality,the upgrade of enterprise hardware facilities,the hygienic control of processing,packing,storage and transportation.The authors hope this article would provide references on the improvement of the exported food quality and the management system in China.
