摘要
环境影响评价制度及排污许可证制度是我国环境保护中的两项重要制度,分别在建设项目事前、事中、事后环境监管中发挥了不可替代的作用,但因制度设计的独立性,导致我国未通过两项制度实现对建设项目的全方位、全过程的动态管理。为优化对建设项目的管理,本文从制度设计、管理措施、技术方案提出了系统的解决建议,以期解决两项制度法律地位不对等、制度衔接不紧密、技术方法不统一、管理尺度不一致等问题,构建对建设项目全方位、全过程的动态管理体系。
Environmental impact assessment system and discharge permitting system are China^ important systems of environment protection management, which have played irreplaceable roles in the whole process of environment supervision for the construction project. The two systems have failed to fulfill the purpose of full procedural dynamic management because the systems were primarily designed separately. In order to optimize environmental management of projectand form a whole process management system, suggestions were put forward in the aspects of system design,countermeasures, and technical ways to solve the unbalanced systems that have resulted in the management issues.
