摘要
为适应铁路投融资体制改革,创新铁路投融资模式,加快推进地方铁路建设,贵州省在借鉴公路PPP投融资模式的基础上,以瓮安—马场坪铁路为试点,创新设计了铁路PPP模式并开展实践。分析地方铁路开展PPP模式实践的政策背景、需求和条件,总结瓮马铁路的有利条件,详细介绍瓮马铁路PPP模式设置,包括股权合作形式和期限、收益保障机制、退出机制、风险分担机制和责权统一的建管机制等。总结项目实践取得的社会和经济效益,指出采用PPP模式引入社会资本参与地方铁路建设已成为重要的发展趋势,应不断地发展和完善合作模式,更好地服务地方铁路建设和经济发展。
In order to adapt to the reform of railway investment and financing system, innovate railway investment and financing mode and accelerate local railway construction, Guizhou province, taking highway PPP investment and financing mode as reference and Weng＇an-Machangping railway as a pilot, innovatively designs railway PPP mode and carries out practices. The paper analyzes the policy background, requirements and conditions of local railway PPP mode, summarizes advantages of Weng＇an-Machangping railway and introduces the setting of Weng＇an-Machangping railway PPP mode, including the form and deadline of equity cooperation, income security mechanism, withdrawal mechanism, risk sharing mechanism and establishment and management mechanism for unified rights and obligations. The paper sums up the social and economic benefits of the practice and indicates that it has been a significant trend for local railway construction to draw social capital by means of PPP mode, which should continuously develop and improve cooperation mode to better service local railway construction and economic progress.
