摘要
结合"十三五"期间陕西省铁路建设的基本情况,在阐述陕西省地方铁路发展现状的基础上,针对陕西省地方铁路存在的发展不均衡、建设资金缺口大、受经济政策影响较大、未能有效整合资源等问题,提出争取政府支持、建立融资平台、积极拓展货源、盘活土地资产、加强项目建设管理等地方铁路发展对策,以发挥地方铁路在综合交通运输中的作用,增强对地方经济发展的保障能力。
Combining with basic status of railway construction in Shaanxi province during ＂13th five-year plan＂ period, on the basis of expounding local railway development status in Shaanxi province, targeting with the problems existing in the railway, including unbalanced development, large construction funding gap, large influence of economic policy and lack of effective source integration, this paper puts forward countermeasures of local railway development, such as seeking government support, establishing financial platform, actively exerting freight source, revitalizing real estate properties and strengthening project construction management, so as to exert the role of local railway on comprehensive transportation and strengthen support capacity for regional economic development.
