摘要
随着"一带一路"的提出,新疆作为核心区更需要借助政府和市场的合作,促进铁路交通基础设施更好地发挥经济社会效益。新疆地处亚欧大陆腹地,是连接我国内地和中亚其他国家的桥梁,完善的交通网络对于经济发展和贸易往来起着不可估量的作用。而铁路建设单凭国家财政投资,在增加财政负担的同时带来了效率低下等弊端。文章以公共物品的提供方式为视角,结合新疆铁路建设的实际,运用SWOT模型分析"PPP模式"在新疆铁路建设领域的发展前景,为构建新疆"一带一路"核心区提供建议。
Being the core area in the context of “One Belt and One Road”,Xinjiang needs to rely on the cooperation between government and market so that it can boom the economy.Through the investigation on the supply modes of public goods and the current railway construction in Xinjiang,the paper analyzes the prospects of Public-Private-Partnership in the field of railway construction by SWOT analysis and proposes suggestions on the construction of core area of “One Belt and One Road”in Xinjiang.
