摘要
由于多种因素的作用,秦汉政府在重农的思想下,对于发展畜牧业也有着足够的重视。出土的《睡虎地云梦秦简》和《张家山汉简》(1)表明,秦汉政府为了保证马牛的合理使用,制定了一系列强制性的法律手段来规范马牛的管理,囊括编制畜籍、设置职官、饲养、放牧、考课以及繁殖死亡等方面,从而为秦汉两朝的强大奠定了基础。
Due to the effect of many factors, the government of Qin and Han dynasty attached great importance to the development of animal husbandry under the thought of emphasizing agriculture. In order to ensure the rational use of horses and cattle, the government of Qin and Han dynasty made a series of mandatory legal means from the aspects of compiling livestock records, setting up officers, raising, herding, taking exams and breeding and death, laying the foundation for the strength of the Qin and Han dynasties through the unearthed Bamboo Slips of Shuihudi and Zhangjiashan.
