摘要
随着新型城镇化的深入推进,小城镇成为城镇化前沿阵地。十九大报告中提出"乡村振兴战略",推动小城镇发展成为落实乡村振兴的重要举措。大城市周边小城镇一部分发展比较快,还有一部分发展相对滞后。如何实现大城市周边滞后小城镇崛起,产业作为区域发展的核心与支撑,是发挥小城镇集聚功能和集聚效应的前提。文章以陕西省西安市三个街道办为例,分析其产业发展过程中存在问题,探讨大城市周边小城镇产业协同发展路径,认为通过区域城镇联合、差异协作和产业分工,推动小城镇间产业协同发展,使资源配置达到综合效益最佳,提升小城镇产业发展水平,进一步升级与大城市经济联系,增强大城市辐射带动功能,实现快速助推周边小城镇发展。
Small town has become the frontier of urbanization since Chinese government pushed forward the new urbanization development strategy. In October, 2017, the 19th CPC national congress proposed the ＂rural revitalization strategy＂, and the small town development has become a crucial move. Some small towns which are close to the big cities are developing fast, while some are still developing at a relatively slow pace. How to promote the development of these depression small towns has become a critical challenge for local governments. As the core and supporting pillar of regional development, industry is the precondition of the centralization and accumulative efects for small town development. This paper takes three small towns which nearby Xi＇an as case studies, aiming at exploring the town and industrial co-development strategies for small towns in peri-urban area by analyzing the current industrial development status and issues. The authors consider that by uniting regional townships and industries whilst integrating the resources, promoting town and industrial co-development, upgrading the connections with big cities, enhancing the radiation efect of big cities, the small towns in peri-urban area could develop rapidly.
