摘要
以山东省17地市为研究对象,考察现行地方政府金融监管体制运行效果并提出对策建议。研究发现,山东省已明确地方政府金融监管机构的设置与职责、监管范围与对象、内部组织架构及人员配备标准,但也存在落实"风险属地处置"难、法律法规体系不完善、机构设置与监管职责不匹配、人员业务能力亟待提升等问题。建议全面落实"风险属地处置"原则,把握金融监管与金融创新的平衡,分层界定地方监管重点,夯实县域金融监管基础。
Based on the survey of local supervisory departments, this paper analyzes the organization structure and operation effect of the fnancial regulation system in 17 cities, Shandong province. The study fnds that the province has clearly defned the responsibilities of institutions, the scope and objects of supervision, the internal organization and staffng so far. There are also some problems in the system: the principle of "defusing risk in local regions" cannot be implemented, the law of regulation is imperfect, duties of institutions are indistinct, and the staff is somewhat incompetent. It puts forward suggestions that the authority should implement the principle, keep balance between regulation and innovation, set local supervision priorities in a hierarchical manner and strengthen the fnancial regulation in the counties.
