摘要
建立畜禽养殖档案是法律赋予养殖场的一项强制义务,是养殖业管理科学化、现代化的重要手段,也是畜禽防疫和畜禽产品质量安全的保障,同时完善规范的养殖档案有利于"问题追溯"和"责任追究"。本文就建立养殖档案的对象、范围、内容、使用、保管和监督落实等方面为基层监管单位提供了可借鉴的经验和指导意见,并建议在监管过程中应从档案的规范性、真实性、连续性、完整性等方面予以加强。
Establishing archives is a mandatory obligation given to livestock and poultry breeding farms by laws, also is the guarantee of animal epidemic prevention and the quality and safety of livestock and poultry products. Meanwhile, improving standardized culture file is conducive to ＂question retrospective＂ and ＂accountability＂. This article provides experience and guidance for grass-roots supervisors on establishing the object, scope, content, use, storage, and supervision of aquaculture files, and suggests that the standardization of the archives, the continuity, integrity, authenticity, etc shall be strengthened in the process of regulation.
