摘要
本文从金融共生视角研究了地方金融监管改革问题,目的是考察金融共生单元的融洽性及其对促进地方金融生态良性发展的重大作用。本文基于数据观察和中介效应-VAR模型,通过量化研究对国家级台州金融改革试验区的一期改革进行了经验分析,结果发现以质优、量增、面扩、价降为宗旨的台州小微金融综合改革基本达成了"两升两降"的理想效果,台州金改因体现了金融共生理念的内含,而实现了当地金融生态的改进,促进了当地经济金融的发展。研究结论为中国地方金融监管组织体系的构建及其与"一委一行两会"的良性互动提供了启发,并据此从国家和地方两个层面提出了完善中国金融监管体制的政策建议。
This paper studies the reform of local financial supervision from the perspective of financial symbiosis.The purpose is to investigate the harmony of financial symbiosis unit and its important role in promoting the development of local financial ecology.Based on the data observation and Intermediary Effect-VAR model,this paper makes an empirical analysis of the first stage reform of the Taizhou Financial Reform experimental area through quantitative research.The results show that the Taizhou Financial Reform with the aim of quality improving,quantity increasing,range expansion and price reduction has basically achieved the ideal effect of"two uprising and two falling".the Taizhou Finance Reform has realized the improvement of local financial ecology and promoted the development of local economy because it embodies the connotation of the concept of financial symbiosis.The conclusion of the study provides inspiration for the construction of China’s local financial supervision organization system and its interaction with the"one committee,one central bank,two supervisor",and puts forward policy suggestions for perfecting China’s financial supervision system from the national and local levels.
