摘要
生态经济效率评价有利于区域经济发展规划与政策调控。基于四川省2011—2016年18个地市国民经济与社会发展面板数据,建立生态经济效率评价指标体系,运用DEA模型进行静态评价,再应用Malmquist指数法动态分析全要素生产率。结果表明:从静态来看,研究期内有5个地市实现DEA有效,生态经济效率总体较高,平均值为0.929,纯技术效率和规模效率对其的抑制作用大致相当;从动态来看,四川省生态经济全要素生产率呈先下降后上升趋势,技术进步与全要素生产率变化趋势的吻合度较高,大部分地市生态经济全要素生产率增长由技术进步主导。四川省应追求经济发展与生态环境保护平衡,逐步实现全域生态经济协同发展。
The Eco-economic Development Efficiency Evaluation(EDEE)is beneficial to regional economic development planning and policy regulation.This paper established an evaluation index system for Eco-economic efficiency through integrating the panel data of 18 cities in Sichuan Province from 2011 to 2016.The DEA model was used for static evaluation,and then the Malmquist index was applied to calculate total factor productivity,also to achieve dynamic analysis.The research showed that from a static point of view,during the study period,5 cities and regions achieved DEA efficiency,and overall ecological economic efficiency was higher,with an average value of 0.929.Pure technical efficiency and scale efficiency have roughly the same inhibitory effect.Meanwhile from a dynamic point of view,the total factor productivity of Sichuan's eco-economy showed a trend of falling first and then rising.There is a high-degree coincidence between technological progress and trends of total factor productivity.Most prefecture-level cities realized the growth of TFP,mainly driven by technological progress.Sichuan Province should pursue a balance between economic development and ecological environment protection,and gradually realize the coordinated development of the region's ecological economy.
