摘要
本文采用非期望产出的SBM模型对2015年塔里木河流域阿克苏地区21个工业行业部门用水效率进行测算,采用非径向SBM模型来处理非期望产出能够避免传统DEA模型角度的缺陷,提高了效率评价的准确性和可信度。从阿克苏地区来看,在考虑非期望产出条件下,工业用水效率平均值均小于1,仅有0.773,表明存在22.7%的效率缺失。在不考虑非期望产出条件下,工业用水效率平均值均小于1,仅有0.804,表明存在19.6%的效率缺失,根据以上的研究,提出走新型工业化道路,降低资源消耗和环境污染,充分提高工业企业用水效率的潜力等建议。
This paper uses the SBM model of undesired output to measure the water use efficiency of 21 industrial sectors in the Aksu region in the Tarim River Basin in 2015. The use of non-radial SBM model to deal with undesired outputs can avoid the defects of the traditional DEA model and improve the accuracy and credibility of efficiency evaluation. From the perspective of the Aksu region, under the condition of considering undesired output, the average industrial water use efficiency is less than 1, only 0.773, indicating that there is a lack of efficiency of 22.7%. Under the condition of not considering undesired output, the average industrial water efficiency is less than 1,only 0.804, indicating that there is a lack of efficiency of 19.6%. According to the above research, suggestions are proposed, including to take a new industrialization road, to reduce resource consumption and environmental pollution, to improve the potential of water use efficiency in industrial enterprises.
